Special Election II: Providers & Parents Say NO to 1A & 1D

As part of the February budget deal, a special election will be held on May 19 for voters to decide on a series of ballot measures (Propositions 1A - 1F) that will push California further into debt in order to narrow the state’s growing budget deficit.
Child Care Providers United (CCPUnited) of California is encouraging providers to vote NO on Propositions 1A and 1D, because these measures would seriously hurt child care funding and a range of other state programs.
Meanwhile, the American Federation of State & County Municipal Employees (AFSCME) is encouraging a NO vote on all six propositions (1A to 1F) and has produced this flier to promote its views. ![]()
- Proposition 1A would put in place a budget spending cap to permanently limit what the state can spend on public services, regardless of what our state’s needs are in the future.
- Proposition 1B requires education funding to be included in supplemental payments from the rainy day fund (established in 1A) but does not go into effect if 1A fails.
- Proposition 1C would allow the state to borrow $5 billion against future lottery profits to balance 2009-10 state budget.
- Proposition 1D would divert about $1 billion (almost half of the funds) from early childhood development programs serving children ages 0-5 years to balance the state budget.
- Proposition 1E would reallocate mental health funding for community-based mental health services approved by voters in 2004.
- Proposition 1F would prevent pay increases for elected officials in years with budget deficits.
What You Can Do
- Make sure you and everyone you know are registered to vote. The registration deadline is May 4th.
- VOTE NO on 1A and 1D!
- Vote by mail, so you can vote early.
